Parliament of owls is an Owlet of two halves; decorated with hundreds of handwritten feathers, one side is brightly coloured in the sunshine, while its other side is dark and silver in the moonlight.  Community arts organisation, Secret City Arts worked with the children to write on paper feathers to record their impressions of the real-live owls they met at Hagley Falconry Centre. They made shadow-puppets and retold their own story of how the wise Parliament of Owls resolved a terrible argument between the sun and the moon.
